It's not ridiculous, but for her, it's appropriate, even though Morgana did agree to travel, unchaperoned with the Doctor (something she chooses not to think about, often). The problem is that with three layers, it's tangled around her feet, so she's been trying to take off the overlay, whilst not losing a grip on her might-be-a-screwdriver.
Just as it's off, she feels the Doctor take her hand.
Once at the surface -- the water well above their heads now, and only a few feet from the ceiling, she gasps and sputters.
